7. The work for consolidating the brotherhood and helpful bond between the Islamic parties inside and outside the Kurdistan region for the sake of serving the common matters.


8. Participating along with the other Iraqi national powers for establishing a parliamentary federal multi-party government in a united Iraq that ensures the legal rights for all including the rights of the Kurdish people.


9. The work for achieving the legal religious and national rights of all peoples in the Kurdistan region people.


10. Assisting the legal rights of the Turkuman people in Iraq.


11. Assisting the legal rights of the Kurdish people in the other parts of Kurdistan.


12. Assisting the legal matters of the Muslims and the oppressed nations of the world especially the Palestine matter.

20. Condemning the processes of forcing other nations to turn Arabs, obliging to emigrate, and changing the demographic case of Kurdistan and the work for removing all their traces.            


 


The sixth section: The means


Yakgrtu makes every effort to achieve its delineated aims by utilizing the following means:


1. Practicing the organized political work.


2.     The reliance on dialogue to solve the crises and the conflicts.


3. Utilizing mass media, whether visual, audible, or readable. 


4. Holding and taking part in conferences, and special and public meetings both inside and outside the country.


5. Participating in the professional syndicates and the public unions specialized for workers, women, students, farmers, and other classes.


6.Opening and establishing charitable,educational, artistic, cultural and sport establishments and projects.  


 


KURDISTAN ISLAMIC UNION (KIU) held its second conference with an optimistic wish about the future, and was able to make important and effective changes in the organs, the method and the internal system of the party according to free consultation (Shura) and the democratic principles, and in a way that makes (KIU) ready for the events, changes and developments, and the new contemporary condition of Kurdistan with the needs of our nation.
During the last three years, the high authority of (KIU) has tried its best to achieves all the principles, ends and strategies that were reinforced in the second conference despite the unnatural circumstances of the region because of the political, economical and social crises.
(KIU) was able to live among those events, changes and unnatural circumstances, and was living with the sufferings of our people. (KIU) has tried its best, according to the available opportunities to carry out all its activities within the domain of the high interests of our people and to preserve its contemporary experience and the achievements of post uprising. During this period of time, (KIU) members and agencies faced many obstacles, troubles and pressure, but the authorities in (KIU), depending on Allah, inspiring from the Islamic curricula, and having trust on its members, could practice the policy of the party in a positive way, and it could coexist with the circumstances in a comprehensive perspective and with having the feeling of historical responsibility towards the nation and the homeland. It manages to preserve its positive neutrality and pass the obstacles, pressures and problems. It also managed to play its role in the political field and among the people of Kurdistan respectively. Considering the current circumstances in Kurdistan and the path on which (KIU) was working in the past stage, (KIU) held its third conference in the delineated time, from 3 to 7 of September, 1999 (23 – 27 of Jamadi Thani, 1420 [Hijra]) in the capital (Erbil) to prepare the party for the next stage in the beginning of the 21 century and the third millennium. In the conference, (KIU) rewrote its attitudes and policies as follows:


First: At the Level of the Region


The Contemporary Experience of Iraqi Kurdistan (The Parliament and the Regional Government):
After decades of strife and facing chemical bombardment, genocide, changing the demography ant the identity of the Kurds and the people of Iraqi Kurdistan , and as a result of the Second World War during which Iraq violated the international law and all traditions by invading Kuwait, Iraq and the Iraqi troops faced a dangerous war with the international allied forces headed by the United States of America. The war caused the defeat of Iraqi troops and the destruction of Iraqi military mechanism. These events provided a suitable opportunity for the uprising of the people, especially in Kurdistan and the cities of the south of Iraq. Later, the Iraqi troops started the worst offensive against the people. As a result millions of people in Kurdistan fled to the borderline with Iran and Turkey. This could affect the public opinion of the world towards the interest of our people. After that the United Nations issued the resolution (688) which asks the Iraqi regime to stop prosecution, torture and the use of force against its own people, especially in Kurdistan and the south of Iraq. This resolution made the United States and some allied states to declare (The Provide Comfort) project of the north line (36) in order to save the people of Kurdistan. As a result of these factors and changes the central government withdrew its army sectors and the administrative institutions from the Kurdish territories. This caused an administrative gap with a political freedom and multiparty condition. To fill the administrative gap and under the international supervision, (The Kurdistan Front) carried out a general election in the 19 of May, 1992 forming the Kurdish parliament and the regional government.
This democratic and civilized experience is a historical and significant achievement of our people. It resulted in the reconstruction of our destroyed Kurdistan. People were expecting from this experience the treatment of all their pains and sufferings of the previous decades.
During the first two years of the parliament’s life and the regional government, many decisions and laws were made by the parliament, for example the law of publishing and the law of political parties, organizations and societies. This was followed by approving Federalism for the Kurdistan region within a unified democratic and multiparty Iraq, besides the foundation and practicing the administrative, civil, and service institutions.
From the very beginning, (KIU) supported this new experience of our people. Out of national and patriotic responsibilities, (KIU) did its best to make it a shining example for the nations of the region in general and the people of Kurdistan in particular:
” (KIU)’s organizations decided, even before declaring to work as a political party, to participate seriously in the reconstruction of Kurdisatn, and to provide services and supports for our oppressed and deprived people. For that (KIU), through some charitable organizations, especially Kurdistan Islamic League (KIL), had an outstanding and witnessed role in this respect. This role still continues to the present time.
” On the other hand, (KIU) participated in the general elections in 1995 to prove its support for the experience. (KIU) participated in one list with (The Islamic Movement). The list was called (The Islamic List).
” After the declaration of (The Law of Political Parties) by the parliament, (KIU) declared itself as a political Islamic reformative party. This was a natural and realistic response to those circumstances and new conditions.
Later, (KIU) has reinforced its continuous support for the parliament and the regional government, and has showed its full respect and abidance by the laws and administrative institutions. On the basis of the participation principle and to support and strengthen the experience of Kurdistan, (KIU) made all its activities, movements and political attitudes legal. This was to preserve the achievements of our people, to consolidate multiparty and democracy, and to keep the region away from chaos. From this content and these views, (KIU) participated in the last government formation in Erbil, and which continues to the present time.


The Civil War and Its Traces:
After announcing the results of the general elections in 19 of may, 1992, both major Kurdish parties, (Kurdistan Democratic Party and Patriotic Union of Kurdistan) agreed upon the distribution of the parliament and the regional government on the basis of fifty-fifty. This was to avoid the explosion of conflicts. Thus, all administrative and authority affairs were distributed on both parties from the highest employer to the lowest one. This caused a state of uncommon competence and struggle between both sides. The regional interference was another factor behind the increase of the tensions. Thus, unfortunately, the Kurdish leaders failed once more to exploit the opportunity for confirming the experience and impose on the regional and international will to acknowledge the Kurdish administration. The continuation of those circumstances and the opportunity depend on the changes that take place in Iraq, and the policy of the powerful states in the middle east.
It was possible, under the normal circumstances, to stop the struggle for authority by choosing the democratic solution, and resorting and an election that was supposed to take place earlier. Unfortunately, instead of that, a civil war broke out that opened the door for external interference, and put the experience of our people in danger and, Allah forbidden, to a loss. Thus, the crises are remained unsolved to the present time.
The crises were even more complicated. Iraqi Kurdistan was split into two inhabited parts, each under a different administration. The regional and international powers are treating both sides as different administrations. It is also obvious that some of the reasons go back to the desire of the external powers to maintain the situation unsolved.
If we look at the documents of the various subsequent clashes that took place in Kurdistan, we notice that the community of Kurdistan has faced unrest and defect with all its constituents.


” From the social aspect: Kurdistan has faced many problems and crises, starting from killing and injuring hundreds and evacuating many families affiliated to either of the two parties, to capturing and subduing members and supporters of both sides. It also deepened hatred, enmity, and the feeling of revenge. Moreover, it led to the plundering of personal belongings and the properties of the governmental institutions of both sides.
” From the political aspect: Besides dividing the region into two inhabited parts, the democratic and multiparty experience which is the greatest pride of the Kurdish people, faced a kind of crisis because of narrowing the scopes of freedom and strengthening the spirit of domination, and the superiority of a party’s power. As an expected result of the civil war, some other parties that could not preserve its neutral position became parts of the crisis in one way or another.


” At the same time, the support and trust of friends abroad has decreased to an extent, because of the continuation of the local crisis. This had a negative effect on the level of their support for the Kurdish matter and their help for our people.


” Another outcome of the internal fighting is the disgusted war that takes place from time to time between the forces of Kurdistan Workers Party (PKK) and Kurdistan Democratic Party (PDK). Unfortunately, this matter has complicated the situation more. It became a pretext for the interference of other states, especially, Turkish troops that violate its borderline with Iraqi Kurdistan every now and then under the title of pursuing the (PPK) fighters.
Today, after some changes in the political and military condition of (PKK), especially, after the arrest of (Abdullah Ochallan), (PKK) decided to reconsider the method of its military strife and to try to follow a policy that would be away from violence to achieve the rights of the Kurdish people in the Kurdistan of Turkey. We hope that this new approach of (PKK) could work with the experience of the people of Iraqi Kurdistan in a positive way and could put an end to the fighting and foreign interference.
The Economical Condition of the Region:
Another important matter is the life level of the people, which is difficult in general because of the subsequent economical embargo, besides the civil war. Joblessness has increased in the last few years, and a number of our nation’s youth that felt pessimistic about the future were resorted to travel abroad and face dangerous situations. However, the living condition became better after the application of Security Council’s Resolution (986) of (Oil for Food) program. Still the living conditions is not in the required level. From the total income of the (Oil for Food) program %13 is devoted to Iraqi Kurdistan. If this devoted sum was distributed in a good and a loyal way of the different determined fields, it would have given better results.
However, the present beurocracy in the United Nations’ institutions has devoted a considerable percent from the income of SCR 986 for the salaries of its organizations and employers on one hand and making the contracts late and the badness of the quality of goods and foods that are sent to Iraq and the region on the other hand, were reasons behind decreasing the effect of that project in solving the economical crisis.
The level of agricultural product is also negatively affected, since no type of local agricultural product is bought, especially wheat. This requires an attempt from the regional government and the political parties to ask the United Nations and its general secretary to make some necessary changes in the Memorandum of Understanding (MOU) signed with the Iraqi government to allow the buying of crop products from the local farmers for the sake of strengthening the economical infrastructure, especially in the field of assuring electricity for the people, which is a necessary issue that needs fast implementation. Undoubtedly, many attempts were made in this field, but no changes are noticed in the present time.
(KIU) hopes that the peace process would succeed as soon as possible and the local crisis would be solved so that the income of the region won’t be spent once more on the civil war, but to be used for reconstruction and public services.
(KIU) also hopes that the political leaders of the region would ask the United Nations, with one voice, to lift the international economical sanctions on the region, and to spent the devoted share for the region from SCR 986 for strengthening the economical infrastructure of the region.


The Peace Process:
In order to bring back peace and security for the region, to stop the internal fighting between both sides, and to solve the internal crisis, (KIU) made many attempts and carried out many projects both inside and outside the region. In some of these attempts they reached cease-fire agreements and they started to negotiate through various committees, like (Brotherhood and Peace Committee), (Cease-fire Seeking committee), (The Formation of the Organizations), (The Seventeen Parties Committee), (The Seven Parties Committee), (The National Coordination Committee) and (The Five parties Committee), and also personalities and groups inside Kurdistan. These were also coincided with the projects of (Dublin), (Drugida), (Tehran), (Paris) and (Ankara). The last project that continues to the present time is (The Washington Agreement) which was signed in the 17 of April, 1998 in Washington by (Mr. Mas’ud Barzani) and (Mr. Jelal Talabani) under the supervision of high officials from the United States’ State Department and representatives from Britain and Turkey. However, the peace which is the requirement of all people and political parties in Kurdistan is still in danger, since except the cease-fire agreement and some other subsidiary matters, no other main bands of Washington agreement is implemented.
(KIU) has condemned the internal fighting since it began, because struggles with political competition between the political parties in Kurdistan should never be treated with violence and the use of weapon, since such fighting would decrease the power and ability of our people and lead to the failure of this experience. The last six years of experience with civil war proves what has already been stated. (KIU) made every effort to end up the fighting, starting from abiding by its neutrality that helped in making the war front smaller on the one hand and to be able to have a positive peaceful role on the other hand. It is now quite clear to the people in Kurdistan that (KIU) had a witnessed role either alone or with the other political parties in (The Brotherhood and Peace Committee) and (The Coordination Committee). Later (KIU)’s role became more obvious in (The Five Parties Committee). The last of these attempts was made by (Professor Dr. Ali Karadakhi), the head of Kurdistan Islamic League (KIL). Dr. Karadakhi was able to gather the high officials of both parties in the town of Salahaddin in the 20 of July, 1999. As a result of that attempt the fortieth meeting of (The High Coordination Committee) was held after been stopped for a period of time.
Today, to protect our experience from collapse and to exploit the positive opportunities, we think that the following points are necessary:
? The implementation of the bonds of Washington agreement that was signed between both parties under the supervision of America, and unifying the understandings and the interpretations of the ways for practical application of the bonds of the agreement.
? The formation of a field mechanism in (The Coordination Committee), under the supervision of the effective political parties in Iraqi Kurdistan to supervise the application of the bonds of Washington agreement which is represented in pacifying the circumstances and making a new election to form a parliament and a unified coalition government in the entire region.
? Treating the case of party militias by establishing a unified lawful regular army.
? Getting away from duality between the decisions of the party and the general administrative law in the government affairs.
? Getting away from any form of violence or terror to reach the power or to remain in it or in treating the problems and internal crises.
? Preserving and consolidating the democratic experience, the political multiparty and the civil foundations.


The Political Issue of the Region:
The Kurdish people, like any other nation of the world, have the right to enjoy all its rights, above all the self-determination right. They are striving for that since decades. They have sacrificed a lot, and have faced several disasters like, genocide, chemical weapons, displacement and changing the demography of most of Kurdistan, and the distortion of their patriotic and national identities. These are evidences to prove that the identity, religion, wealth, life and the race of the Kurdish people have faced the danger of extermination. This is enough to make it a must on every Kurd to care about its matter and seek an essential solution for it.
From this perspective, (KIU) thinks that the Kurdish matter is not just a humanitarian matter, since the Kurdish people has not faced natural disasters like earthquakes or storms. Thus, all the relief projects like, food, medicine, and reconstruction that are undertaken by the volunteering charitable organizations, though important and necessary, remain mere relieving operations, since they do not offer a radical solution for the Kurdish matter. Hence, the probability of renewing the crises and the continuation of the disasters may prolong. So, for the sake of ending the bloodshed between both brother-like nations, (namely the Arabs and the Kurds), that have lived together for centuries, and to stop wasting the wealth of Iraqi people for buying weapons to kill each other in destructive wars, and at the same time, to prevent the interference of regional and foreign troops, it is of great importance to find a fair, lasting, and radical solution for this matter. This can be achieved through acknowledging the matter as the matter of people and state. We think that (Federalism) is an appropriate solution for this stage in order to assure the legal rights of the Kurdish people in Iraqi Kurdistan within the frame of a unified Iraq. Because of the international order and the regional balancing, there is no better way out from this problem. It was for these all that (KIU) announced its support to the resolution that the parliament of Iraqi Kurdistan issued in the 6 of October, 1992 with on voice to uphold Federalism for the Kurdistan region within the frame of Iraqi Republic. (KIU) supports this resolution, since it is the resolution of the people of Kurdistan through their elected representatives. (KIU), as a political party of Kurdistan that has a wide popularity throughout the region, considers itself an essential part of the political situation in Kurdistan and cannot deprive from it. (KIU) also makes every effort to protect this experience and to achieve the patriotic rights. It insists on having serious cooperation with the main parties in Kurdistan to solve the political matter of our people, and to reach an approved form between the region and the central government of Iraq.
In order to reach such strategic and decisive aim, (KIU) sees it of paramount necessary for the political parties in Kurdistan to try to solve the crisis inside the region peacefully and to organize the Kurdish society in a positive and strong way, and to unify our political statements. Then, the legal authorities in the region should take necessary steps in that respect and issue a unified resolution making it a must on every one and every political party in the region to agree upon Federalism for the region of Kurdistan and the parliamentary multiparty system for Iraq.


The Political Parties of Kurdistan:
The community of Kurdistan is a multi-ethnic community, as far as nationalities, languages, religions, ideological and political views are concerned. This is a normal phenomenon in most of the communities in the world. It has become obvious that any community in order to settle and consolidate should acknowledge the system of multiparty and respect it. It should also pave the way for the community to express itself and to participate in the political process with all its political and public strength within a suitable legal law that fits in well with the traditions and cultures of that community.
(KIU) that looks at every matter from the Islamic supreme values, believes that all genuine political parties in Kurdistan have their own ideological, political and social justifications, and most of the aims that they strive for, such as (freedom, social justice, and patriotic rights) are within the frame of supreme values and fit in well with the interests of human being. As the ideology of a common group in life and nationality it is worth respect.
Thus, (KIU) considers coexistence and peace with all political parties in Kurdistan a strategic point that it insists on seriously. The most important factor behind the political unrest and foreign interference is the internal factor which is a result of the lack of coexistence and concord between the political parties themselves, not considering one another’s ideologies, and one’s attempt to eradicate the other.
In another aspect, (KIU) raises the slogans of (Freedom, Brotherhood and Justice), and it is obvious that coexistence and peace with the other political parties is a practical and real embodiment of the ideas of multiparty, political freedom, brotherhood and justice.
Since it declared itself, (KIU) was able to treat all political parties in Kurdistan in a civilized manner for the sake of achieving the national and patriotic aims, and the high interests of the people in Kurdistan. Particularly, in the peace process, (KIU) has offered faithful supports and has cooperated with most of the political parties to achieve both national and patriotic aims. The leadership and members of (KIU) look at the opinions and views of the political parties in Kurdistan with all respect. It is continuously ready for dialogues and the exchanging of views, and to cooperate in the common matters to achieve the high interests of our people.


The Islamic Parties of Kurdistan:
The Kurds are a Muslim nation, and the neighboring nations are mostly Muslim as well. Centuries have passed on the coexistence of the Kurdish nation in the Iraqi Kurdistan with both nations, the Arabs and the Turkumans. Islam is their common religion, and it is the strongest factor for correlation, coexistence and cooperation among all sides.
Adherence to Islam, worshiping Allah, inviting people to embrace Islam, teaching the members of the community all Islamic behaviors and beliefs, practicing the law of Islam in life, and at the same time, serving the nation, educating the members of the nation, urging them to oppose against tyrants, assuring the patriotic and national rights, and participation in solving the matters of the nation and the country are all legal duties and Islamic obligations. Carrying out these responsibilities requires group efforts and works, foundations, contemporary agencies and organizations. Islam as a comprehensive and integral program for life assures human rights as individuals and groups in the best way. Therefore, forming parties and groups based on Islamic principles are not only a natural and normal phenomenon. It is an essential necessity required by the reality of the Islamic communities.
On the other side, understanding Islam and practicing its instructions and principles hold diligence and various tendencies within the frame of essential principles and constants. It is for this reason that, today, the multiparty phenomenon in the Islamic work has become a fact throughout the Islamic world. It is obvious that the Kurdistan region is not away from that phenomenon. There is a number of Islamic parties and organizations following different methods and ways of working. Each of them has its popularity, agencies, and special foundations.
(KIU) respects Islamic multiparty with all its content and deep view on Islam, and with regard to the understanding methods and depending on the Islamic references. (KIU) is always ready to unify almost all different views through dialogues, exchanging views, cooperation in the approved matters upon, and respecting special and opposite views.
Since the beginning, (KIU) has raised the slogan of (Islamic Cooperation Project). (KIU) has made every effort for that with all loyalty, the feeling of responsibility in front of Allah, and considering the interests of Muslims. It is obvious that those attempts and efforts with the cooperation of faithful members of the other Islamic movements had resulted in the positive and brother-like condition that covers the relations between the Islamic parties in Kurdistan, especially between (Kurdistan Islamic Union) and (The Islamic Movement in Kurdistan) before the declaration of (The Islamic Movement Union). We hope that the cooperation with the new formation between the brothers in both movements, (namely, The Islamic Movement and The Islamic Renaissance) would become stronger and more coherent in the future.


The Other Nations inside the Region:
It is obvious that besides the Kurdish nation there are other nations too that are living in Kurdistan region, especially, the Turkumans with whom we share religion, and the Assyrians with whom we have country, history and interests in common. These nations live in different proportions. They are distributed on the cities, villages and valleys of Kurdistan, and have their social root, language, tradition and social culture.
Being an Islamic party, (KIU) acknowledges the legal rights of any individual or group. Thus, it cares about the rights and demands of other nations inside Kurdistan, as it cares about the problems and rights of the Kurdish people. From this perspective, (KIU) has a good relationship with the parties and organizations of those nations. (KIU) respects their views and attitudes, which reflect their interests that do not oppose the high interests of the people in Kurdistan and their experience. It is on this basis that (KIU) organizes its relations and cooperation with them.
In addition to that, (KIU) is the possession of all people in Kurdistan. Every individual in Kurdistan has the right to be a member of (KIU), on the condition that he or she should believe in the program and internal system of the party and should be ready to carry out the duties and demands that would fall on him or her. Today there is a good number of Turkuman brothers and sisters as members of (KIU). They work seriously and faithfully. They carry out considerable and respectable responsibilities and activities.


Other Religions in Kurdistan:
Since earlier times there has been followers of other religions in Kurdistan, especially, Christianity such as the Assyrians and Kildans. On the basis of Islam’s respect for the existence of other religions, we observe that believers of those religions have lived with the Muslims for many centuries, and they are still living in Iraqi Kurdistan. Islam has an obvious opinion about the relationship of Muslims with the believers of other religions. Islam asks for coexistence and assuring the legal rights and the rights of protecting their life, properties, cultures and languages. They also have the rights of education, political participation, free attitudes, etc. The opnion of Islam in this respect is obvious in the verses (8-9) of (Al-Mumtahina Surat) in (The Holy Qura’n): “Allah forbids you not, with regard to those who fight you not for (your) faith, nor drive you out of your homes, from dealing kindly and justly with them, for Allah loveth those who are just. Allah only forbids you, with regard to those who fight you for (your) faith, and drive you out of your home, and support (others) in driving you out, from turning to them (for friendship and protection). It is such as turn to them (in these circumstances) that do wrong”?.

(KIU) has confirmed within its aims to assure the legal religious rights of all people in Kurdistan. Moreover, (KIU) preserves its faithful relationships with the political parties of these nations on the basis of common matters and preserving the high interests of the people of Kurdistan.


Second: At the Level of Iraq:


The Nature of the Community and Political Systems in Iraq:
Iraq is a multi-ethnic country, as far as religion, creed, and ethnicity are concerned. Islam and Christianity, Sunna and Shi’a, Arabs, Kurds, Turkumans, Assyrians and Kildans are all living together in the Iraqi community since hundreds of years.
During the First World War Iraq fell under the control of Britain. Later, the Mosul province (vilayet) was attached to both Baghdad and Basra vilayets to declare the Iraqi State under the shadow of the royal regime led by the monarch (Faisal, The First).
In the 14 of July 1958 the monarchy regime was overruled in a military coup headed by (Abdulkareem Kasim) who declared the republican regime later. Many military coups have taken place since that date. The successive governments that have taken power during the republican regime were in the form of military and individual or party totalitarian organizations that have imposed their power by the force of army and the intelligence and detective agencies.
All these regimes, and the current one, are under the influence of racism. They were always seeking the interests of only one ethnicity. They no longer abode by the law. Iraq was ruled by the resolutions made by the head of the Revolutionary Command Council. Such regimes have imposed individual and party dictatorship as a program of political life, and it became a source for political struggles and disorders. This led to the discrimination of the Iraqi community and to civil war. The patriotic matter of the Kurdish people was also left without a just solution. In addition, Iraq has faced many sufferings and wars with other countries, especially the eight-year war against Iran. Later, the Second Gulf War broke out which was a factor behind the destruction of Iraq, the imposing of economical sanctions on Iraq, the departure from the international community and its abidance by a number of international sanctions imposed by the Security Council.
Today, as a result of those wrong policies, Iraq is facing a big and dangerous crisis politically, economically and socially. Although the living condition of the Iraqi people has become better after the implementation of SCR 986, yet the crisis is increasing day by day. The central authorities have not made any essential change in their policies regarding freedom, democracy, and human rights. Unfortunately, we are still witnessing the displacement and Arabization of the demography and identity of those people that are living in places under the control of the Iraqi government. The conditions inside Iraq is becoming worse politically, socially, and economically. Therefore, (KIU) hopes for a radical change to take place in the Iraqi government in Iraq in a way that assures the demographic condition, multiparty, general freedom, human rights and the participation of the people in the decisive resolutions, since the Iraqi people cannot bear more than all these sufferings and disasters that are imposed on them.


The Iraqi Opposition:
During the past decades no political opposition could declare its political work inside Iraq and practice its political activities in a declared manner. This was because of the totalitarian policies of the successive regimes that have ruled in Iraq, the lack of freedom, and the lack of any opportunity for any type of real organized political work, especially in the first 25 years of the last century. Of course, there have been few rare and temporal attempts, as it was in the seventies, when (The Developing National Patriotic Front) was formed with the Iraqi Communist Party and some other superficial Kurdish parties, but this was not able to turn into a realistic multiparty condition, since the policies of terror, violence, and totalitarianism did not allow for any type of public strife and movement to progress. Thus, the opposition groups were resorted to work secretly. The leaders of those groups were either hiding themselves inside Iraq or were fleeing to and settled in the neighboring or European countries deprived from each other. They were unable to form a powerful pressure on the political authority in Iraq. We can frankly say that the authority in Baghdad did not have any consideration for the opposition parties, and has always condemned them with treason and working for foreign countries.
The best opportunity for the Iraqi people and the opposition parties was after the defeat of the Iraqi armies in the war for Kuwait. Thus, a public uprising took place throughout Iraq. However, unfortunately, the opportunity was aborted because of the interference of regional and international interests on one hand, and the fear from the results of the uprising, and the vagueness of the anticipated changes in the political field in Iraq, as well as the unbalanced behavior of some opposition groups on the other hand. More obviously, we can say that the abortion of the opportunity was because of the absence of a unified opposition force to hold a clear and neutral political message regarding the future of Iraq, which should be approved at the local, regional, and international levels. Later, the allied forces paved the way for the forces of the republic guards to suppress the uprising using all forms of violence and power. After that the regime remained a danger for the interests of the states of the region, especially the Gulf States. This was a pretext for the settlement of the American military forces in this strategic situation on the account of treasures and wealth of the Gulf States. The Iraqi opposition parties managed to hold a congress in the town of (Salahaddin) in the Iraqi Kurdistan region in 1992 under the name of The Iraqi United National Congress (INC). In the congress a threefold leading corps and an executive staff were appointed. It was expected that the congress would be followed by other meetings and congresses for the sake of forming a pressure on the ruling regime in Iraq and to make the necessary changes.
However, the Iraqi opposition in general, and (INC) in particular, have declined and dispersed because of some internal, regional, and external factors. It is difficult for these parties now to gather again within a common approved frame so as to make a great influence towards change, since it is under a complicated pressure from regional and some foreign countries. Later, the American congress issued a resolution under the name of (Iraq Liberation Resolution). After that, the American and British state departments have had the intention of activating the opposition by paying them more attention than ever and inviting them to London and Washington to unite them and bring in back the spirit of (INC) into them again, and to form more pressure on Baghdad, and preparing the ground for the change that America has planned for.
” Being an Islamic party of Kurdistan, (KIU) considers itself a part of the existing condition in the region. It strives with and in any political process that serves the high interests of the people in Kurdistan with the serious and faithful cooperation and participation of the political parties in Kurdistan. Since the region is a part of Iraq that cannot be departed from it, (KIU), having an Islamic view, pays special attention to the Iraqi opposition on the condition that they should acknowledge the legal rights of the Kurdish people in Iraqi Kurdistan on the basis of (Federalism) in a unified parliamentary multiparty Iraq. At the same time, the will and project of the change should be desired by the oppressed people of Iraq as well as the opposition. The change should also result in the formation of a parliamentary multiparty system in Iraq, the lifting of the economical embargo and the international sanctions on Iraq, and end the sufferings of the Iraqi people. As a result of the change Iraq should normally go back to the international community to practice its positive role in the region and the whole world.
Third: The Regional States and the Middle East:


The Regional States:
The political condition of the neighboring countries has its special peculiarities. The land of (Great Kurdistan) has been split between Iraq, Iran, Turkey, and Syria. Besides all crises and disputes among them, they are all against the formation of a political state for the Kurdish people, since they think that such a state would lead to the disorder of the security conditions in the other parts and might be followed by other steps. For that reason and after the appearance of the new experience of the people of Iraqi Kurdistan after the uprising and the mass emigration in the spring of 1992, the regional states held several common meetings to adopt and apply a plan for weakening and aborting the experience. They applied their plan through direct and indirect interference, expanding the conflicts among the political parties, and prolonging the civil war and the internal crisis.
It is obvious that every regional state has its particular interests and priorities in Kurdistan region in particular, and in Iraq in general. Turkey has a great role and effect on the Kurdish issue and the Kurdistan region, since the American and British airplanes are settled in (Encherlik) base in southern Turkey. They have the responsibility of protecting the no fly zone from the line 36. On the other hand, Turkey participates, along with the United States and Britain, in supervising the peace process between (Kurdistan Democratic Party) and (Patriotic Union of Kurdistan). In addition, Turkey is continuously trying to become a member of the Common European Market, but it does not acknowledge that there is a patriotic Kurdish matter in Turkey. Thus, Turkey is facing a strong pressure from the public international opinion and the European states. Every now and then the Turkish troops violate its borderline with Iraqi Kurdistan under the name of pursuing PKK fighters. Moreover, after the uprising and the establishment of the experience in the region, Turkey has become a good outlet to the external world from which both sides benefit.
Concerning the Islamic Republic of Iran, in general, Iran looks at the American pressure to be against its interests and considers it a danger to Iran, because of reasons like, its long enmity with America, the presence of American airplanes that have daily flights from (Encherlik) base in Turkey to protect the region, and the direct supervision of the United States of the peace process between (Kurdistan Democratic Party) and (Patriotic Union of Kurdistan). Regarding Iran’s attitudes towards the Kurds, Iran has acknowledged the cultural rights of the Kurdish People and the rights to speak the Kurdish language. However, it did not acknowledge, till now, the patriotic rights of the Kurdish people in the Kurdistan of Iran. Iran does not treat the political leadership of the Iranian Kurdistan politically. The Islamic Republic of Iran has been a good shelter for the people of Iraqi Kurdistan and Iraqi Kurdistan’s political parties.
Syria, as well, is in a struggle with the Iraqi regime. It continuously supports the Iraqi opposition in general. At the same time it has a struggle with Turkey. Syria also tries to benefit from Iraq in strengthening its attitude against America and Israel.
Jordan, Saudi Arabia, and Kuwait, who are Iraq’s neighbors, have their attitudes and policies regarding Iraq in general. They are in conflicts with the Iraqi regime, each at a different level.
On the basis of neighborhood, common religion and history, the interest of the region, and new global and international developments, (KIU) hopes that the relations with the neighboring countries would be on the basis of respecting common interests. We think that benefiting from the humanitarian supports and the geopolitics of the neighboring countries for the sake of consolidating our experience is a legal right. The Kurdish people have the right to expect for the respect and support from their neighbors. Thus, the actuality of the region and its experience would become a normal part of the body of the region, and would become a factor in settling the balance and stability. At the same time, (KIU) believes in the independence of political decisions of the party in all conditions and circumstances. It insists on making its relationships for the benefit of our people in Iraqi Kurdistan, on the condition that it would not hurt the Kurdish liberation movements in the other parts of Kurdistan and the people of those countries. It is on this basis that (KIU) organizes its relations.


The Kurdish Matter in the Other Parts of Kurdistan:
(KIU) considers supporting the legal rights of the Kurdish people in the other parts of Kurdistan one of its aims. It has mentioned this aim obviously in the program of the party. Nevertheless, (KIU) thinks that the imposed regional and international conditions require solution for the Kurdish people’s matter in all parts within the frame of the countries in which they live. Since decades have past on the division of Kurdistan under subsequent regimes, each part has acquired its peculiarities. So, it is not easy to gather them in one state. In addition, there is no sign of any international support for the project of (Great Kurdistan). The regional states, as well, do not allow for such an idea to grow, especially at this stage. We still, in principle, believe that nations have the right to have self-determination. The setting up of a state for the Kurdish people on the land of Kurdistan is one of our legal rights. From the Islamic perspective, the present frontiers are not a sacred divine command. Thus, changing them is neither a crime nor a sin. So, (KIU) hopes that the states with whom the Kurds live treat the patriotic matter of the Kurdish people politically and peacefully, so that the Kurdish people would not be oppressed any longer and this strategic area would not become once more a front for the struggles of the regional and international powers.
(KIU) also asks the political parties in the other parts of Kurdistan to respect the strife and interests of one another. They should not make themselves obstacles for one another. It is necessary for all parties to care about the experience of our people in Iraqi Kurdistan and should be satisfied with the minimum interests from it, and they should not resort to actions that might be pretext for regional interference. They should not expose the experience to ruin and failure.


The Middle East:
The Middle East is an important and strategic area. It locates, geographically, at the crossroads between the three continents: Asia, Africa, and Europe. It is a very wealthy area economically, since its lands contain more than half of the world’s oil. It is very important politically, because it is concerned as the heart of the Arabic world and the Islamic world. For these reasons, the Middle East has become a front for conflicts and interests of the superpowers in the world.
In this area, there is a number of complicated matters such as, Israeli’s presence on the occupied lands of Palestine, and Israel’s occupation of the holy city of (Kudis). Israel has also occupied some parts of the lands of Palestine’s neighboring Arab countries. There is also the matter of the unlimited Western support, especially America’s support, for Israel against the Palestine people in particular and against the Arabs in general.
There is also the matter of Iraq that depends on Security Council Resolutions. There is the matter of the settlement of America and its allies’ troops in the Gulf region. There is the patriotic matter of the Kurdish people in Iraq and the other parts of Kurdistan, especially in Turkey and Iran. All these matters exist, besides the struggles between the Gulf States and Iran, the alliance between Turkey and Israel, and a number of other similar matters.
The West, in general, and the United States, in particular, are trying to have the essential role in all political, economical, and military affairs of that area. One of the obvious indications of this policy is that America has drawn together and stabilized the presence of its troops in the Gulf. America is also trying, using all means, to control the petroleum areas, and has put the ways of exporting oil under its monitoring.
The United States is also providing Israel with continuous and ample support, through the peace process between Israel and the Arab countries. The United States is trying to normalize the Israeli’s presence in the region. On the other hand, the monarchy and the dictatorial regimes are ruling in most of the countries of the region. However, freedom and participation with the people do not exist, and if they exist they are too limited.
The enmity and the dispute between the states of this area were obstacles in the establishment of any form of special regional coalition, such as a common Arab or regional defense system on which they may depend in solving their problems and matters. That is why they have resorted to the West and the United States who has opportuned the gap and overburdened those states with strategic protocols, weapon bargains, and military bases.
We, in (KIU), ask for a just solution for the Palestine matter on the condition that they should be granted self-determination. We think it necessary for the coming security, economical, and political measures to serve the security and the development of the area, and set away the area from the danger of armament race and the military solutions of the disputes.


The Islamic Renaissance and the Islamic Movements:
Historically, the main reason behind the appearance of the Islamic renaissance and the Islamic movements goes back to the time of the Islamic nations’ confrontation against the direct military invasion of the western imperialism after the fall of the Ottoman Empire during the First World War. However, the wide Islamic masses today throughout the Islamic nations is obviously an indication of being unsatisfied with the current complicated and declined condition of the Islamic countries under the shadow of the so called national and patriotic regimes that have raised to power after the stage of the direct Western imperialism:
– From the political aspect:
Confusion of the political conditions, military coups, continuous change in the constitution, the presence of totalitarianism, the existence of armed opposition, the use of violence and force in passing around the power, the continuation of the social and scientific retardation, the increase of the proportion of illiteracy and diseases, primitiveness of the living conditions, and the political and economical subordination to the West.



– From the economical aspect:
The collapse of economical developing projects, and wasting and plundering the patriotic wealth of the delusive projects have deep-rooted poverty and its effects instead of eradicating it. This resorted the Islamic states to borrow billions of dollars from companies, banks, or states. As a result yielded to the conditions and policies of the International Monetary Fund (IMF) has become one of the features of the Third World and Islamic world states.
As a reaction to this bitter fact, the Islamic renaissance appeared among the people of the Islamic nations to try to set themselves free from those crises and to put an end to the unnatural circumstances. It is obvious that this renaissance originates directly from Islam and the history of those nations who have founded great civilizations and presented them to the humanity under the shade of Islam. This origination is ideological, political and social, and it comes after other theories and programs have been applied on the Islamic nations.
This renaissance has become a mass and effective public phenomenon. It is called (The Islamic Renaissance). It is embodied and found within the frame of a number of political and/or armed movements with scientific, cultural, and charitable foundations. However, because of the absence of democracy and free political work, and the presence of oppression practiced by the majority of political regimes in the Arabic and Islamic countries, no opportunity is given to the Islamic movements to participate in the political life of their countries as required. Because of these reasons and since the Islamic political movements are not mature enough, some wings of this renaissance use violence as a reaction to the struggles with the political regimes. This has provided those regimes with a good pretext to take security measures, which prepares the ground for foreign interference. Those regimes would also sign agreements under the name of fighting terror.
(KIU) thinks that it is necessary for the Islamic parties to acknowledge democracy and political multiparty. They should respect other’s views, coexist and cooperate with all authentic and national political parties. They should also use the language of dialogues for reaching common points, forming pressures on the political regimes so as to assure democracy, free political work, respect of human rights, and participation along with the people in the decisive resolutions. All these measures should be undertaken by all sides to prepare the ground for saving those countries from retardation and from subordination to the West, and to follow the path of scientific, social, political, and economical progress and development, and perform their responsibilities and historical roles at the level of the world. At the same time (KIU) dismisses the forms of terror, pressure, and dictatorship that are followed by the political regimes, since they are the main factors behind the crises and disputes.


Forth: The International Circumstances and the New World Order:
After the fall of the Eastern Bloc and the former Soviet Union, and the collapse of (Warsaw Convention), the stage of Cold War ended, and the world entered a confrontation with the new international circumstances called (The New World Order). In fact, (The New World Order) is not a number of resolutions and laws for organizing international relations allover the world as is always assumed. The real content of (The New World Order) consists of organizing the interests of America in different parts of the world as the unique power that has no rival, and calls for one polar system of the world. America wants to make the entire world a field for its interests through utilizing the military technology and the wide financial ability it has.
It imposes itself as the only guard for the world and gives itself the right to resist and face any danger that faces other states according to its special measurements. Thus, we observe that America interferes in the nations’ and states’ affairs, and violates their sovereignty each time under a different name and title. For example, it interferes under the name of protecting human rights or under the name of imposing an embargo on nuclear and biological weapons, cracking down drugs, or under the name of protecting the religious minorities. Then it imposes economical sanctions and breaks off the commercial relations of that state, and issues special resolutions and sanctions through the United Nations.
There is a number of ideological and political theories beyond (The New World Order) such as, the theory of (The End of History) and the theory of (The Clash of Civilizations). All these indicate that America wants to play the role of (The Leader of the World), and the carrier of the flag of stabilizing the liberal ideological principles and bases, and as the last victorious and experienced message. The content of (The New World Order) consists of the (Globalization) phenomenon, which is, in reality, (Americanization of the World) from the economical, political, and cultural aspects by getting benefit from the vast development in the fields of media and communication technologies.
From the other side, we find many of the world’s states unconvinced with this supremacy of America, and they look at it with suspicion. That is why they ask for a multi-polar system of the world. Even Europe, besides its concord with the United States in many aspects of civilization, politics and defense, tries day after day to consolidate the European Union and to stand away from America’s policies.
This unsettled and disastrous condition of the world today, under the shadow of (The New World Order), confirms the fact that Marxism and the Eastern Bloc have fallen without being the last solution and the end of history. All evidences, as well, and the present reality indicate that the capitalism and liberalism led by the United States will not be able to be the end of history.
If we look at the international circumstances, under the shadow of (The New World Order) on the other hand, we should acknowledge the fact that it benefited the oppressed nations, to an extent, who live under the rule of the dictatorial regimes in the third world. This is because of the strength of democracy and the weakness of the dictatorial regimes, and the disclosure of the oppressions and abuses that were practiced on the suppressed nations, as it was the case in Iraqi Kurdistan, Kosovo, and other places.
(KIU) hopes that the international circumstances and (The New World Order) would move in the direction of protecting the rights, sovereignty, and identity of the nations and countries of the world, and to treat the problems and matters of the world through the United Nations and the international foundations in a just manner.
At the same time, (KIU) thinks that the Islamic states have the ability to play their positive role and perform their historical responsibility in achieving the requirement of their people through the right link between the political freedoms and the social development. They are also able to find essential solution for the negative effects of the eras of retardation and oppression.
Finally, (KIU) renews its pledge to make its views and attitudes on the internal, Iraqi, regional, and international matters originate from Islam and care about the high interests of the people of Kurdistan. (KIU) would also continue in using all powers to defend the political matter of our people and to achieve our people’s legal demand.

Ten years ago on the same day of today, KIU as a Kurdistanian Islamic reformative political party declared its establishment. Ten years of civil political work in a period full of political, economical and social changes and obstructions. We thank Allah for being able to reach here and conduct great steps as a prominent and active force of the political setting of Kurdistan, a hand of charity and reconstruction, an element of peace and fraternity, political and social coexistence and a reformative power.


 


As Kurdish individuals within the Kurdish community, we lit candle of peace, coexistence and acceptance of the others. We could adhere to the declared principles of ten years ago despite all the internal and regional problems and obstructions. That’s why we proudly say that after a decade of political work, KIU proved to be a school for presenting the loyal, educated and servant individuals who is able to carry out any Islamic, patriotic and national task devotedly.


 


On the level of the Kurdish case and the Kurdistan experiment, as a Kurdistanian party concerned with the just case of our people, aware of its responsibilities to protect and stabilize the Iraqi Kurdistan Region experiment, KIU was a true support participating seriously in the administrative and political experiment of our people and election processes conducted in Kurdistan. KIU was one of the prominent parties practiced democracy and political multiplicity and embodied it in those processes.


 


Regarding our activities within the Iraqi Opposition, they commenced at the time of starting the relation with the Iraqi Opposition parties and forces. KIU had serious presence in all meetings and conferences and was eager to an early step to change and topple the dictator regime of Baath. Thank Allah as the tenth anniversary of declaration of KIU encounters the pleasure of disappearing and ousting the dictator regime of Baath. Capture of the dictator himself ended all traces of Baath in Iraq, the action that caused hope of relatives of the martyrs, people got disappeared and genocided, people buried alive, mass graves and people attacked brutally with chemical weapons come true.


 


On the external level, KIU loyally sought to gain support to the fair case of our people and endeavored to explain the lawfulness and rightfulness of the case to the Islamic political parties, organizations and mediums in the Islamic and Arab world.


 


Briefly, during the ten years ago, KIU could present the Kurdistanian community a successful experiment of the Islamic political work embodying, theoretically and practically, features of reformation, moderation, respecting the human rights, participation of women, implementation of consultation, democratic, multiplicity and civil society principles. KIU was an exemplary and active factor to push forward with peace, enhance brotherhood, coexistence, respect individual and plural freedoms and reject all kinds of extremeness and violence.

Today after ten years of KIU declaration, encountering this sensitive and historical period and stage of Kurdistan region and the new Iraq, as the Iraqi governing council representing majority of the Iraqi people, is the only supreme establishment of the patriotic authority in Iraq that, along with cooperation of the civil administration of coalition forces, runs the political life of the Iraqi people in this period and steps forward sovereignty and freedom, KIU as a Kurdistanian party is a member of the Governing Council. KIU hope this period to meet the interests of Kurdistan and Iraqi people resulting in a democratic, federal and multiple Iraq in which rights and freedoms of the entire national, doctrinal and religious components of the Iraqi people are preserved.

On this occasion we repeat our promise depending on Allah, and then with trust in our people and member and advocators of KIU to continue with principles we followed in our policy during the past ten years. We, along with solidarity and cooperation of all the Kurdistanian and Iraqi political parties, will endeavor and struggle loyally and devotedly to achieve the following strategic goals:


 


Turn the new Iraq to be the country of protecting the human rights, law sovereignty, coexistence, achieving the public rights and freedoms and social justice away from violence and terrorism.


The political geographical national federalism within the frame of Iraq be achieved to the Kurdish people and to be fixed in the permanent constitution of Iraq.


Dismantle all traces of the unwilling change of the demographic shape of Kurdistan and reimbursement of the losses of the displaced and vagrant people and all the other ruin acts of the former regime in Kurdistan and the entire Iraq.


Explain the difference between the various social traditions and conventions with fixed principles of the Islamic faith and belief and the sacred rules of Shareea (the Islamic Law) so that nobody can defame Islam or do bad in the name of Islam and practice of the rites.


Unify the internal home and relation of Kurdistan by ending the period of double administration of the Kurdistan Region Government; unify the political discourse on federal system basis.


Ensure that the entire citizens are equal in front of law. Iraqi Kurdistan Region Government authority and all the political forces in Kurdistan are to perform their duties legally and loyally dealing with the religion and the supreme values and prevent all the external intervenes.


Pay greater attention to activate the role of Kurdistanian and Iraqi women to cooperate in establishment and formation of the new Iraq.


Struggle to elaborate the scope of freedoms and encourage the multi ideal and political process in Kurdistan region by activate the elite intellectuals and political parties animations.


Spread democracy culture, especially political and technical awareness about all modes of elections, participation of people in reforming the political decision and return to people in the crucial issues.


Prevent practicing violence and ideal and administrative terror to reoccur in whatever name would be by determine the constitutional right of every one and sovereignty of law all over the country.

While we were preparing to meet the tenth anniversary of declaration of KIU in a manner appropriate to the new era as it is the first anniversary after the topple of the dictator regime, unfortunately the criminal blasts occurred at headquarters of Kurdistan Democratic Party and Patriotic Union of Kurdistan in Erbil on the first day of the holly Feast of Sacrifice when a great number of factional and government officers were receiving people on that significant Islamic rite, the act that caused a great number of leadership figures and stars of our people along with innocent citizens get martyrs and injured. We, as declared in our clear and frank attitude condemning this terrorist act through a special manifesto of the politburo on the first day after the attack immediately, reiterate again our fixed attitude that has been declared from the first day in the establishment manifesto of our party that we reject and deny all kinds of extremeness, violence and terror ideally, theoretically and practically. We still adhere to our fixed approach that made KIU a strong and influence factor to present the brightness of the sacred religion, Islam, the religion of mean, moderation, peaceful coexistence, forgiveness and mercy to entire humanity.


 


Finally, we pray good, present our thank and respect to all our brothers and sisters who did their bet and worked loyally and sincerely within KIU organizations and establishments devotedly performing their Islamic and patriotic tasks during the last ten years. With their effort, after support of Allah, KIU reached its stage of today. We hope to prepare themselves to the new stage of work and struggle to embody Liberty, Brotherhood and Justice with the same moral of the past.
