An emergency law in force since Mubarak's coming into power has imposed certain restrictions on political activity in the country making it practically impossible to establish a new political party.

 An emergency law in force since Mubarak's coming into power has imposed certain restrictions on political activity in the country making it practically impossible to establish a new political party. Regulations and restrictions have forced many political candidates including the Muslim Brotherhood to participate as independents in elections.

A recent attempt by Mohammad Anwar Esmat Sadat to form a new party called Reform and Development ended with his petition being rejected by the Egyptian political committee.
The emergency  law which was renewed in May amid much objection was extended for another 2 years.  Despite assurances by PM Ahmed Nazif that the law would be used to combat terrorism and drug trafficking security apparatus has continued to abuse the law in an attempt to intimidate political opposition.
