Twelve human rights organizations in Egypt have criticized the European commissariat"s report because it ignored all human rights issues in Egypt. They added that such a report has left off the Egyptian organizations" visions as well as the concerns of the European Parliament"s report in January that stressed the bloody deterioration of human rights conditions in Egypt.

The Egyptian organizations refused the first report of the European commissariat regarding the mutual action plan between Egypt and the European Union for it lacks the true evaluation of the recent constitutional amendments; especially articles reinforcing the power of the executive authority over both judicial and legislative ones, excluding judges from supervising elections, and constitutional restrictions denying real presidential elections.

They criticized the recent report for it grants security bodies exceptional powers for diminishing constitutional guarantees of freedoms and personal life dignity through integrating exceptional responsibilities of the emergency law into other one with the claim of combating terrorism; the European commissariat granted the economic, political, and security considerations priority over reinforcing human rights.

The memo has been signed by a group of the civil society organizations; including Unions and Syndicalistic House, Arab Network for Human Rights Information, Al-Ardh Center for Human Rights, Cairo"s Center for Human Rights Studies, and the Egyptian Organization for Human Rights.
