Libya’s MB Concerned over Al Gaddafi Statements

 “Emergence of a Libyan draft constitution, applying Islamic Sharia and achieving stability in Libya “, these are the most prominent broad outlines of a reformist project announced by son of the Libyan president Muammar Al Gaddafi in a conference held at a Bengasi square in front of forty thousand citizens, media sources said.
 
Observers said that Saif Al-Islam”s speech seemed to be more flexible than a previous one he gave in August 2006.
 
On his reaction to the statements of Seif Al-Islam Muammar Gaddafi, the Secretary General of the Muslim Brotherhood in Libya said that a new Libyan constitution is approved by all reformist movements inside and outside Libya . However, he said that this new constitution is shrouded in fully secrecy!.
“The declaration of a possible discussions on working for a new constitution emerged only weeks ago”, said Solaiman Abdul Qader, the secretary general of the Muslim Brotherhood in Lybia.
 
He also said that since the constitution was suspended in September 1969, Libya has been run without any constitution!. This may be a key factor for the bad conditions which Libya is currently facing in various fields.
 
 
Why are some specific sections of Libyans are denied the right to prepare the constitution, wondered Abdul Qader, adding that:” As long as the constitution is a social contract, why are some sections of the Libyan society excluded?!. Why isn’t there any announcement about forming a committee to prepare or discuss this constitution! Or even announcing the body authorized to prepare it!”
“Every thing related to the topic of preparing the constitution raise eyebrows and stir doubts. Will this mysterious constitution manage to achieve correct administrative divisions in distributing authorities and powers and in protecting people’s rights and dignity” said he.
 
“There is no official declaration about the content of this constitution. Therefore, we can’t give a real view about it. However, the expected constitution should be able to protect every citizen’s constitutional rights and freedoms in general. It should be able to separate between authorities in the Libyan society” said Solaiman, stressing that such a constitution must protect transparency that should dominate the regime in Libya , and curb authorities of the security services, and cement the independence and fairness of justice”.
 
” It is still too early to see who this constitution will be applied, although we currently reject the way in which this constitution is prepared. There a clear exclusion for no real or justified reasons. This exclusion is a copycatting of a previous exclusion committed by a similar mentality”.
 
 
The son of the Libyan president Muammar Al Gaddafi has called during his announcing the draft constitution, for opening a wide national dialogue that includes all Libyan citizens to reach an optimal publicly accepted wording for the expected constitution”.
 
Saif Al-Islam”s call was welcomed by the Secretary General of the Muslim Brotherhood in Libya , saying:” All Libyans aspire to a real reconciliation through dialogue in a way that doesn’t exclude any party”.
 
However, there is a huge between the speeches and the actual deeds on the ground!!, wondered the MB leader.
 
Abdul Qader added that all Libyans seek calls for reform, but Libyan security services still interrogate and investigate with Libyans without any real reason. The Muslim Brotherhood members are still facing the policy of being excluded from university teaching staff membership!!
 
“As a matter of fact, these are slogans, what happens on the ground is totally divorced drom such speeches”, added Solaiman Abdul Qader.
 
The Secretary General of the Muslim Brotherhood in Libya welcomed the statements delivered by the son of the Libyan president, but he asked how real mechanisms and transparency can be applied to apply such speeches and slogans. “From the first day of the revolution, such slogans were announced but the key point is what has Libya reached now”.
 
 
The previous august 2006 initiative for reform launched by Seif Al-Islam Muammar Gaddafi was welcomed by the Secretary General of the Muslim Brotherhood, saying:” I welcomed it, but what happened on the ground disagrees with what the initiative mentioned!”.
 
 
Abdul Qader declared that what is happening, for example, in prisons is so bad indeed. Families are prevented from visiting their detained loved ones who also face very tough conditions. Also, “the People”s Court has returned again under another mask, the Specialized court” said he.
Solaiman Abdul Qader added that establishing civil society institutions has been curbed by law No. 19. add to this the still unchanged press and media laws!.
 
 
The Secretary General of the Muslim Brotherhood said also that caring for the economic reform at the expense of the political reform may postpone reforms in general, because the political side is the one that led to the current deterioration.
 
“What is currently happening on the ground presages a no real reform for a future Lybia”, said he.
